Dubai’s new shared housing law: 6 changes if you rent a bed space or share a flat

Dubai is updating regulations on shared housing, affecting residents who rent bed spaces or share flats, as well as landlords offering these accommodations. The new rules aim to make shared living safer, limit overcrowding, and ensure proper permits are in place.

Shared apartments have long been popular in Dubai, helping residents reduce rent, especially in areas near workplaces or public transport. At the same time, some landlords have converted units into shared housing to increase rental income. Under the new framework, both tenants and property owners will face changes in how these arrangements are managed.

The law introduces clear guidelines on:

  • Which units can legally be used for shared housing

  • Maximum number of residents per unit

  • Minimum space requirements for each occupant

  • Licensed landlords and permitted rental arrangements

  • Safety and technical standards for shared units

  • Penalties for non-compliance

Here are six key changes that will affect shared housing in Dubai:

  1. Not all flats can be shared Apartments must obtain official approval from Dubai Municipality before being used as shared accommodation. The municipality will also determine which neighborhoods can host shared housing based on population density, infrastructure, and the area’s social character. Some areas may no longer allow shared arrangements, impacting both residents and landlords.

  2. Limits on occupancy The new law sets standards for the maximum number of residents per unit and minimum space per person. Shared kitchens, bathrooms, and other facilities must also meet specified requirements. These rules are intended to reduce overcrowding and improve health and safety conditions in shared homes.

  3. Only licensed landlords can lease shared units Shared housing can only be rented directly by property owners or authorised property management companies. Tenants are not allowed to sublease parts of their apartment, including beds or partitioned spaces. For landlords, this ensures shared housing is managed professionally and legally.

  4. Tracking and registration system The Dubai Land Department will implement a digital registry for all shared housing units, recording details such as landlord information, number of occupants, unit layout, and space allocated per resident. Lease agreements must include this information, and a rent indicator will provide guidance on fair pricing based on unit specifications.

  5. Stricter safety standards All shared units must comply with fire safety, electrical, sanitation, and building regulations. Residents will benefit from safer, more hygienic living conditions, while landlords risk losing permits or facing penalties if units fail to meet the standards.

  6. Severe penalties for violations Fines for illegal shared housing range from Dh500 to Dh500,000, with repeat violations potentially reaching Dh1 million. Authorities may also suspend property activity, cancel permits, revoke company licenses, disconnect utilities, or evict tenants. Disputes will be resolved through the Dubai Rental Disputes Center.

Existing shared apartments have one year to comply with the new regulations, with possible one-time extensions if necessary. The law officially comes into effect 180 days after publication in the Official Gazette.

For tenants and landlords alike, these changes will reshape how shared housing operates in Dubai, defining where it is allowed, how many residents can occupy a unit, and how safety, permits, and leases are managed.
